A preamble is the introductory part of a statute or deed, stating its purpose, aims, and justification. (intent) The United States Constitution contains two preambles—the preamble to the first published Constitution in 1787 and the preamble to the added Bill of Rights. So, the intent of the first preamble didn't cover every subject that needed to be addressed.
We the People of the United States, in Order to form a
more perfect Union, establish Justice, insure domestic
Tranquility, provide for the common defence, promote
the general Welfare, and secure the Blessings of Liberty to
