The regions must adhere to the ideal of the United Regions of America as an entity. All political offices are occupied by those elected by the popular vote (including the President). The eleven Supreme Court Justices, each of ten appointed for life by a Governor of individual regions and one to be appointed by the President. All Justices would need to be confirmed by the Senate.

I would be remiss if I did not state that the Constitution would have to be amended to allow all this to work. Hey, a guy can dream. Dreamers formed this country, so why not?
