The only weapon effective against human rights violations is economic sanctions on leadership, not military intervention. The missionaries who send help and education are NGOs providing health services, scientific and literacy education, reconstruction, and food. Religious missionaries are not welcome, but the benefits they can provide without strings attached are with merit. Building schools, hospitals, and housing projects will yield meaningful change and goodwill towards our government.
I believe the military-industrial complex needs to be repurposed into a primarily humanitarian mission. For example, a fleet of twenty or more should be constructed instead of just two semi-active hospital ships.
