A prank where the occupants of a stopped car get out and run around wildly until drivers behind them become annoyed. At which point everyone jumps back in and goes on. It is believed that the expression may have come via the 1920’s US Navy Yangtze River Patrol in reference to the often chaotic drills run on board with Chinese trainees. A lot of hurried commotion to get nowhere.
