       "Assuming a candidate survives the ridiculous pre-screening process, the Unit expansion program consists of three steps. Step 1: Find some asshole from the SCPD who thinks he/she has the chops to be Unit 1. Step 2: Throw him into the Unit with a negotiable cybernetic augmentation agreement that almost everyone opts out of. Step 3: Provide little-to-no relevant skills training. Steps 4a-4d/e: Watch them quit, get fired, commit suicide, or get raped and/or murdered by one of the many gangs in Sun City for wearing the wrong jacket with the wrong qualifications.
